This country is cancelling poor peoples debts

60, 000 low income Croatians are about to have their debts completely disappear.  The country’s government, banks, electricity companies and other firms have cooperated in order to forgive people of low income of debts up to $8,830 per person.  With elections coming up and the countries economy in a recession, is this an effort to gain votes?
