50 years later, war on poverty is a mixed bag

Annie Lowry at The New York Times takes a look at the war on poverty, questioning whether the initiative has been a success. On one hand, the poverty rate has dropped just four percent in roughly two generations. Not exactly a staggering improvement. On the other hand, the U.S. government has kept the poverty rate from climbing.
