Is Amsterdam too biker-friendly?

It is interesting to note that Amsterdam has more bikes (880,000) than they do people (800,000).  What this means is that there are bicycle traffic jams, overcrowding of municipal parking lots, and frustrated commuters who cannot find bike rack.  Public spaces are being taken over locked bikes.  There are plans to increase the number of bike racks by erecting a new underground biking infrastructure.
